Ask what your story's load-bearing wall is. If the plot's tension comes from mechanism, survival against physics, a heist against security engineering, an epidemic against biology, set the dial hard: research until your constraints are real, because constraints are your plot generator, and hard SF readers forgive slow patches sooner than fudged mechanisms. Show your working; the arithmetic is the action scene.
If the tension comes from people inside systems, set the dial soft and be just as rigorous, only with different sources: history, anthropology, economics. Soft does not mean sloppy; Le Guin's societies are engineered as tightly as Weir's oxygen budget. Whichever pole you choose, declare your licences early and keep them few, then stay consistent, because readers of both persuasions punish self-contradiction more than implausibility.
